I had the same problem. I created a new map for "In the Wake of Gods," but tried to launch it in "The Shadow of Death." Try creating the map for "The Restoration of Erathia" (when creating a new map in the editor, check the box 'game version "The Restoration of Erathia"'). It should work.

Also, it is important to give it a name. The name that is specified in the map's specifications is the one that will be displayed in the list of available scenarios.
