This isn't an AI issue. This happens in multiplayer even when there's no AI at all, only human players. I can't pinpoint the exact source of the problem, but maybe someone else can.

Sorry for the double post, but I wanted to share the results. In this case, the AI was actually the culprit. If your game freezes during the computer opponent's turn, a good solution is to remove/change/install a mod for the AI. Fortunately, the game doesn't get corrupted in this case; it just continues from the last save.
