Should you also be required to submit save files so that the judge can assess the arguments for making one decision or another? In this case, the organizer takes responsibility, and only the two players in the match, the judge, or the AC can question him.
Try organizing your own tournament sometime and see how much work it involves. Sometimes, the organizer's ICQ gets overloaded with the number of questions and problems.
