It depends on who is controlling them.

Or who you have to fight.
Все люди - братья, но в каждом из нас спит волк.
they all have their pros and cons, though.
Swampy lands hinder not only the enemy. If you have to hire a hero from another castle (for example, as a resource collector, although sometimes as the main hero), it can be difficult for them. In such cases, even visiting the tents for defense/attack/strength/knowledge takes a lot of time.

But sometimes you still have to move around with an army that isn't from the Fortress. Diplomacy is still a useful thing; it's better to take a movement penalty but have a good army.
That's not quite right. I suggested building the Capitol AFTER the troops are established. For example, after capturing the first Utopia.
How can you capture a Utopia without a Capitol?
Under normal circumstances, capturing an Utopia takes at least three weeks of population (with acceptable losses). And building a three-week population "without a Capitol" would probably take almost a month.
I don't agree with this approach...
I finish building the Capitol in the second week...
I start like this for almost all factions...
Sometimes, I even neglect the Town Hall.
The army is the most important thing.
I try to build Wyverns in the first week – they provide strong support for clearing the map. If I manage to build a Stronghold in the first week, I can spend everything and buy Archers and Wyverns at the beginning of the second week, and then deal with Gnolls. I don't touch the Sprites until there are many of them. With Wyverns, you can clear the map successfully and with minimal losses, or even without any losses.

The Prefectures are enough-))
the costs for wyverns aren't that high in terms of price-to-quantity..
it's easier to recover gold and resources with wyverns, which can then be used to build the municipality..
on max difficulty, when you start from 0, there is even little or no wood and ore; building the municipality depends on clearing the area as quickly as possible..building a market, guild, smithy, and then finding another 5000....sorry - I don't want to wait that long-)))
It is certainly desirable to build up wyverns in the first week, but on max difficulty, there may be problems with wood. So whether you like it or not, you'll have to fight with gnolls
