1. What should be done if the opponent claims that their power was cut off, their internet connection failed, or their computer crashed?
But seriously, when the power goes out, the second player will be prompted to save the game and then exit it. Upon reconnecting, the game will resume from that save. 2. Another trick. It's the opponent's turn, but they claim they passed their turn (in reality, they're stuck in Battle.net or something, it's unclear). In this case, it's unclear what to do.

3. The Tournament Regulations do not specify which player starts choosing cities first. What should be done?
City selection by elimination: players take turns eliminating (removing) from the complete list, which includes 9 cities, those that they do not want to play, until 3 cities remain. If you trust them, load the save when the opponent re-plays their entire turn. In situations where someone sees that a turn will be long or a disconnect is anticipated, it is recommended to manually make several saves during the turn, so as not to have to re-play long turns.
