1. What should be done if the opponent claims that their power was cut off, their internet connection failed, or their computer crashed?

But seriously, when the power goes out, the second player will be prompted to save the game and then exit it. Upon reconnecting, the game will resume from that save. In case of an internet outage, a computer crash, an unexpected reboot, or even if the fingers spontaneously pressed the OFF button, the above procedure is repeated in the same order.

2. Another trick. It's the opponent's turn, but they claim they passed their turn (in reality, they're stuck in Battle.net or something, it's unclear). In this case, it's unclear what to do.

Is this even possible? I haven't encountered such situations. Even if this happens, there's nothing terrible about it. Ask them to take screenshots (depending on the situation) if you don't believe them and send them to a free judge or me. If no one is available, it can be checked when someone appears. Ask them to switch the game to windowed mode, reduce the window size with the mouse, and take several screenshots with time intervals against the background of your messages in ICQ. If they are in Battle.net, it will be visible; if not, the time will simply run out, and if the computer freezes, they will be kicked out of the game and prompted to save.

3. The Tournament Regulations do not specify which player starts choosing cities first. What should be done?
