I've been wanting to know for a long time how to calculate balance in an Hv-type game. In regular Mafia games, there are coefficients – you multiply and you're done. But here? How do you even calculate the number of negatives relative to a town? I'm not even talking about properties, ultimates, and NDs, which can easily skew the balance. What is meant by the phrase "calculate balance" in this case, which I sometimes hear?

This means "to estimate visually." Seriously.
