Both statements are absolutely incorrect. First, even if you're looking at saves, that doesn't guarantee you'll win; the opponent might just play better than you. Again, I doubt you'd be analyzing his game so closely against a strong player that you could predict all his moves. Thirdly, if you really want to, you can make provocative moves against a suspected cheater to see what happens. And in general, map hacking is obvious by definition. If you're skilled enough to play well with an open map, your skill level will be high even with a closed map. Again, you'll have a choice: either get caught, or make moves that you could easily make with a closed map.
