So, the description of the lich suggests it's similar to a non-disclosure agreement for smuggling, but it belonged to Sab. Yesterday, another caravan or a maniac visited him, using a non-disclosure agreement on him. After that, he stole Sab's non-disclosure agreement and used it today, meaning the maniac didn't kill anyone for two days but instead used non-disclosure agreements on caravans. Because one caravan couldn't rob another caravan, and the maniac simply repeatedly used another non-disclosure agreement on a caravan.

The villain would have been mentioned in the newspaper if he hadn't gone out to kill today. Or am I missing something?

Look, yesterday there were two caravans with food, but one of them could have belonged not to Manu, but to anyone else who robbed that caravan on the second night when the path wasn't visible. Similarly, today's "caravan with contraband" could have belonged to the same role that Saba had yesterday, and the real caravan with food was with Ara then and could safely come to me today.
