Excellent recommendation :D It's scary to think what my rating will be after my first and so far unsuccessful experience. Problems are piling up, like from the horn of plenty :)
P.S. I can't access it either. I suspect that you need to be accepted into some closed group of Heroes fans to see the topic :)
To gain access, you need to: 1. Be registered on VKontakte. 2. Join the group where the tournament is being held. For participation, I think registering at least one member of the team should be enough.
In general, it's best to ask all questions to the organizer on ICQ.

Registration for the Arena Tournament - Killing The Dragon!
Hereby I would like to invite everyone to the first league arena tournament organized by LH in the new scene. All games will take place at 3 maps arena type:

Please hurry up with registration because the number of seats is limited to 32, and the time to complete registration expires on 29.04.2012.
Top 4 of the tournament will receive prizes:
Champion - 200 points to Normal mode Runner-up - 175 points to Normal mode Semi-finalists - 150 points to Normal mode
CrAnim - Speeds up the movement of units in battle. CrTraits - Includes the changes from the last official patch for Heroes III SoD ( damage upgrade lizards from 2-3 to 2-5, similar changes in a dungeon and inferno, the cost of the archangels). These changes doesn't have for exmple in the Polish edition of the game Heroes 3 SoD SpTraits - Changes: magic mirror is now 3lv spell.
