No, it is not taken into account. Each creature has its own skill level in a magical school, ranging from novice to expert. Accordingly, the spell power of a unit equals the spell power of a hero with a similar level of development in that school, multiplied by the number of creatures in the unit.
I didn't quite understand. I read that spell power is calculated as follows:
Spell Power = 21 * LOG10[10 + 10*Unit_Size/Weekly_Growth] – 22
So, spell power is clear. Nothing else was mentioned that affects the damage. How do you determine what damage a creature will deal?
Because the creature does not indicate what skill level it has in a particular school. Basic, advanced, expert, or none at all. It cannot be developed... Or even just viewed.

This indicates a Fireball spell at the "Basic" level.
And for Flame Priests, the same Fireball spell is present, as shown here:
