The thing is, each faction has a perk in leadership – empathy. When a unit triggers a positive buff, the hero moves forward by 10%, and vice versa.
Attention, question: is another 10% added if Lionheart is also active?
We need to know the answer for sure. Write if you know!
I don't think anyone can give you a definitive answer. Since this is so important to you, you can test it yourself by creating a hero with these skills in the editor. Personally, I believe that 10% will be added, as the "Empathy" skill and the "Lionheart" set are two different influences.
It seems like it's not being added. A similar question was already raised in the thread about leveling up special abilities; we came to the same conclusion back then. My explanation: the Lion set is precisely needed to give the hero this ability. All abilities (not just active ones, but passive ones too!) are actually spells; that's how the game mechanics work. Not all spells are displayed in the spellbook. Some of them (passive skills) activate automatically at the beginning of the battle. Therefore, the Lion set gives the hero this spell, Empathy, but the same spell (with rare exceptions) cannot be cast twice, so the effects won't stack.
