But since you're asking, under certain circumstances and with given limitations, it's possible to get a maximum of 111 skeletons when playing as each of the factions.
Version - SoD or VT- it doesn't matter. If VT, then leave only one stack for the main hero.

0 + 4-7 + 9 = 13-16 bows

12-24 + 12-24 + 14 = 38-62 centaurs
0 + 3-5 + 8 = 11-13 dwarves
Tower
30-40 + 30-40 + 16 = 76-96 gremlins
0 + 3-5 + 9 = 12-14 gargoyles
Inferno
15-25 + 15-25 + 15 = 45-65 imps
0 + 4-7 + 8 = 12-15 horrors
Necropolis
20-30 + 20-30 + 12 = 52-72 skeletons
0 + 4-6 + 8 = 12-14 zombies
Dungeon

Further, it's just my opinion.
At first glance, I think only Tower (assuming a mandatory 2nd level building) and Inferno won't be able to handle it. The rest, I think, will be able to. However, I would upgrade spears, centaurs, gremlins, and troglodytes instead of the 2nd level. These four will have quite good attack stacks. Fortress takes it easily if you don't expose the pixies, and Swamp will also manage on its own territory. Necropolis, I think, will have a hard time due to its slow army. Barbarians are weak, but they might manage. But in general, all this needs to be tested, otherwise it turns out that 6 out of 9 will definitely take it, who knows :) I'll test it in the evening.

The goal of this task is to show what troops and heroes are needed to attack dungeons. Usually, in online games, you don't know what kind of dungeon it is (maxed or not), and therefore no one will upgrade spearmen.
I'm glad that at least Sir RiMpel2 will gain some new knowledge... about the Tower ;)
Regarding the swamp, it's equal to the Castle. If you have a tactic for taking a Castle, it's not much different from the swamp.

I just had a moment of weakness at level 2. Naturally, I don't build dwarves and harpies.
And in general, everything written above is purely for the fact that it is possible to take it. But, for example, having 40 simple spearmen and 10 simple archers at the start, it is not necessary to go into the dungeon 2 steps from the castle. And yet, having, say, fifty spearmen, I would rather upgrade them than upgrade 12 archers. Tempo is not measured by just one battle ;)

Someone was developing a tactic for taking a Crypt behind a Tower using un-upgraded Goblins for some kind of fix. Here's an idea, practice it :)
I've seen something like that online. I played with a foreigner in a 2v2 match – he didn't upgrade his Gremlins, and I thought he was a noob... but he turned out to be a super pro.

What was his explanation for the lack of an upgrade? In 95% of cases, it's not rational.
