It was unanimously decided to include 6 players from FB-3 who scored at least 4 points in the next FB-4 tournament - numOne, FireToSky, Medium_HP, Javdet, Gomunguls, Piterius. Due to technical issues that prevented me from playing this (and not only this) tournament properly, and which they promise to resolve only in mid-spring, I am forced to decline participation in FB-4. It was also decided to include Pavel Dubrovin, the winner of the Elimination Chamber tournament. 2 vacant spots in FB-4 will be given to the winners of the OFB and Lyubimchiki tournaments. Total - 9. The start of the FB-4 tournament is scheduled for early February 2011. By this time, based on the results of the tournaments, the organizers will decide who else to include (there may be overlaps and qualifying matches). I will be running FB-4, as Pavel will be participating.

The regulations for the OFB address this topic rather cautiously:

There may also be overlaps of Tournament winners (as was the case last time - FireToSky qualified from 2 Tournaments). There are too many factors that cannot be taken into account in advance.
Based on the current situation, it makes sense to count on 1 guaranteed spot for the winner and a play-in game between the 2nd place from the OFB and the 2nd place from the Lyubimchikov Tournaments.
BUT: there is a non-zero probability that someone named Satir will become the winner of both Tournaments, in which case both 2nd places will advance without a game.

There's actually no bureaucracy here. Decisions are made based on the current situation, not on a pre-announced (six months in advance) set of rules. We're not super-predictors to know the future.

Therefore, 3 people advanced from OFB and 2 from Favorites. FB-2 was completed by 9 participants. 66% of 9 is 6.
