Why is there only one spot for participants from the OFB? At the start of the Tournaments, 3 qualifying spots were announced.

The regulations for the OFB address this topic rather cautiously:

1. The Tournaments begin on August 1, 2010, and end depending on the number of participants. Based on experience from previous Tournaments, it is likely that we will be allocated 3 spots in FB-4; I very much hope that this is what we can count on.

Here's what the regulations for the Lyubimchikov Tournaments state:

The player who takes 1st place automatically receives a spot in FB-4. In consultation with the organizers of other Tournaments, it may be possible to provide spots in FB-4 to the semi-finalists.

Note that the number of participants in the Lyubimchikov Tournaments is almost twice as many as in the OFB.
The question of forming the FB roster is always decided approximately a month before the start of the Tournaments. The organizers of the finished/ongoing major Tournaments decide this together. It is quite difficult to predict what will happen in the next six months, which Tournaments will be successful. There may be withdrawals from those who took high places in the previous FB. There may also be overlaps of Tournament winners (as was the case last time - FireToSky qualified from 2 Tournaments). There are too many factors that cannot be taken into account in advance.
Based on the current situation, it makes sense to count on 1 guaranteed spot for the winner and a play-in game between the 2nd place from the OFB and the 2nd place from the Lyubimchikov Tournaments.
BUT: there is a non-zero probability that someone named Satir will become the winner of both Tournaments, in which case both 2nd places will advance without a game.
