This is a frame from the anime Bakuman, specifically from the "opening of the anime based on the manga by the main character's uncle." Apparently, this is the main villain of that manga/anime. Nothing else is known about this creature, at least not to me. I put it as an avatar because it looks very much like a cartoonishly stereotypical "Dark Lord."
