The wording is strange. Are we talking about Fortress battles? Well, that will still depend on how you conduct it. + magic, stats, and many other things (artifacts, terrain type...). If we are talking about "balancing," then it should be done with troops that match the speed of similar troops of the opponent. Or have the right magic.

I advise balancing angels with Implosion – it’s reliable. As a last resort, Cursed Armor will also do. :D :D
