Tower is considered the weakest city, although I personally don't understand why. After all, the weakest castle on Chaos is Inferno, unless the opponent drags out the game. They might play in such a way that nothing helps. I would play as Inferno, but it's not a fact that I will be able to put Efreet on the first level and save up in the beginning of the second, so I might not be able to withstand the attack of some ranged castle, like the Miner with Angels in the beginning of the second.
