From here, only a Swiss-system tournament is suitable. Let's say, for 20 people.
Round 1 – 10 leaders, Round 2 – 5 leaders, Round 3 – let's say 3 leaders, Round 4 – 2 leaders, Round 5 – the winner is determined.
A Swiss-system tournament should have at least +1 round compared to the number of rounds in an Olympic-style tournament, so that even with one loss, you can still compete for the championship.
Next, there's the problem of game duration. I've already described how it was solved in St. Petersburg; something similar needs to be done here.
It might even be possible to strengthen the scheme. That is, the starting saves are generated by the judge (for this, the draw and the pairing for the first round must be done in advance) in the amount of 5 pieces for each pair of players - for the maximum possible number of restarts. At the same time, the generated saves are checked for restarts due to the match, impassable blocks, sunken spawns, and other bugs. Otherwise, whatever is generated is generated, and the balance of the generations is not tracked.
This will also avoid bugs due to incorrect Light settings - all saves will be configured according to one standard.
At the start of the 1st round, all 5 saves are uploaded to the host's computer, and he loads them as restarts are taken. This will be faster than calling the organizer.
That is, if the round starts at 10:00, then it starts at this time, without any preliminary setup. If a player is late, subtract the delay time from the number of restarts.
Restarts - 111+112, practice has shown that this is usually enough.
If the game drags on, it goes to adjudication. Adjudication options - either assign a result or offer to replay later (if it is impossible to adjudicate), when free time appears. But it is necessary to monitor the tactical consequences in replays.
I think it is better to adjudicate as follows - give the final save to several experienced players, each independently analyzes and gives an assessment of the probability of winning one or the other side. For example, 70%-30% is a normal answer. Then, discard the best and worst assessment, and average the remaining ones. If the final figure falls within the range of 33%-66%, then it's a draw. And if it's more or less, then the corresponding player wins.
As soon as the round ends, the next round is immediately drawn, the pairings are made, and during the break between rounds, the organizer and assistants generate and check the setups. It is even possible to generate spare setups for the most common pairs of factions, and if something unusual is drawn, generate and check it on the fly.
The optimal speed is 3 rounds in 2 days. That is, if you plan a tournament in 4 days, you can play 6 rounds, which is just right for a Swiss-system tournament with 32 people.

Sam, Captain, and Gorbik organized the qualifying tournament in Kyiv at a good level. Understanding the much higher level of the final, and learning from the mistakes, they will organize the tournament properly. They have many of their own ideas.
And I will also get involved with my plans. Unfortunately, I'm used to solving all issues myself; even with all the good intentions, conflicts and misunderstandings will arise between the organizers, which could be problematic.
And also, being in a completely foreign city, country, not knowing the local Heroes scene, the club, the players' places of residence, I will be an ineffective organizer, only causing confusion.
Therefore, I believe that I have done my job. I pushed the idea of a universal championship; I hope I somehow helped the organizers in different cities to hold qualifying tournaments with advice. I worked on the preliminary stage, conducted a survey. It seems I did a good job, and with a clear conscience, I pass the organization on to Captain and Sam.

Overall, it's difficult for me to say anything right now. Michurinsk was a simpler option for me. My wife wouldn't go there, and she wouldn't whine – "take me, take me" ;-) and, in the worst case, I could take a vacation and even go by train, as an economical option. But Kyiv requires a full-fledged vacation for two, with the corresponding financial investment, which wasn't planned for until today.
Buy your wife and child a 2-3 day tour to Yalta with excursions (it's only a night + 5 hours by train and 1.5 hours by minibus from Kyiv to Yalta), and you can play to your heart's content!
