In my opinion, there should be three nominations:
1. Best Multiplayer Map.
2. Best Single-Player Map.
3. Most Original (Unique) Map.
Regulations:
1. Timetable (registration start and end dates, submission start and end dates, voting start and end dates on the website for the submitted maps in each nomination).
2. Participant Registration (participants fill out application forms – a final list of participants is created).
3. Establishing requirements for map creation (including the number of maps from one mapmaker):
3.1. requirements for a multiplayer map (e.g., number of participants, balance, objectives, tasks, terrain, heroes, etc.);
3.2. requirements for a single-player map (e.g., non-linearity of the plot, balance, objectives, terrain, heroes, etc.);
3.3. the selection of the most original (unique) map will take place among all maps participating in the competition (I suggest that they will be evaluated, for example, based on the style and charisma of the map).
4. Creating a page with the submitted maps for testing and evaluation by website visitors. (To maintain suspense, I suggest not showing preliminary results, but displaying them after the voting is completed).
I would like to add that to increase the motivation of mapmakers, it is necessary to come up with some kind of reward!

You are right about the spread of scores, but there is always a solution – it is necessary to think about (together) a system of evaluation, it could be like this: - calculation using a formula (I don't know how, but I think there is a way); - awarding points using a +1 or nothing system (as in sociology); - awarding points using a +1, +0.5, 0 system (as in statistics); - in addition to the site guests, an expert or a group of experts can evaluate the scores; - maybe there are other options, we need to think about it together.

3) More people will know about the map. Consequently, there will be more votes.
