Chaos always rules at the very beginning, but not for Elves due to their low magic skills. However, when there are Rain of Arrows, Magic Arrow, and Earth Shock or Ice Storm, then Chaos is really powerful. But such a setup usually happens somewhere in the middle of the game, when the Elf is sufficiently leveled up. Therefore, on small maps, Chaos doesn't rule, in my opinion.

My opinion is that Chaos is needed, both on small maps (Rain of Arrows with Ice Storm or Ring of Ice is quite enjoyable even with minimal magic power due to the large base damage) and on large maps (a sharply increased spellpower by Druids allows you to surpass Necromancers and Warlocks in magic, and 3 Earth Shocks with 3000 damage each are no joke).
