Regarding the so-called Whip of Evil specifically, it is known that the expansion will include several artifacts specifically for Inferno (a relatively weak town, and special artifacts will help balance it out) - they (like all artifacts for specific factions) will have a common property (e.g., a bonus to a primary or secondary skill) and a racial property (in this case, a bonus that is useful exclusively for demons). Accordingly, they will not be useless for other factions, but they will provide maximum bonuses specifically to Infernal units. - The Whip, in its essence, fits both parameters.
All artifacts for the first version of the expansion have already been approved and will not be changed, but new ideas, such as this whip, have a chance of being included in version 1.5 or 2.0.
