Just remember that you asked about development tactics... so here's how you should build:

- Castle

Yes, exactly. The tower is a very expensive city, but it's worth it. I especially like the Frost Mages (from 3.5), and in general, I really like this faction in the third game.
As for the Castle, I'll say that in the third game, the Archangel is formally the strongest unit. The Spearmen are very weak, but the Archers are very helpful at the beginning. And various blessings greatly strengthen the Castle's army.
Nagas are significantly weaker than cavalry. Royal Nagas are weaker than Champions.

The fact is that the topic of the strongest unit of the sixth level has been raised many times, and as far as I know, black knights with nagas were recognized as the strongest. This has very good reasons - nagas have a fixed damage and, most importantly, a counterattack. And we should not forget that blocked cavalry units sharply lose in strength...
