In each user's profile, there is a button:
Add NikName to the ignore list
I suggest that after clicking this button, neither you nor the user NikName can change the database level for each other.

The thing is, if you put someone on ignore, you physically won't be able to lower their rating because their posts will become invisible to you. But they might not ignore you in return ;)

It's a technical matter. You can change the function of THIS button, or you can add a NEW one just like it.

To implement a ban on increasing the Battle Rating (BR) until the user has reached 100 posts AND received 5 promotions. Theoretically, is this possible?

Hmm... probably possible... but 5 upgrades is too few... I think 2 birds... would be enough... or a specific number.

For every post by a clan member, the entire clan gives them a + in reputation?
Or (as an example with 19 clones) could I use this method to raise my reputation to 10,000,000?

Tengro, I think you're paying too much attention to the case of raising or lowering the Battle Rating (BR) for the entire clan. By the way, this phenomenon does exist, and we need to acknowledge it, although it's not as pronounced as we exaggerate.
