Here's someone who agrees with me that Tarnum is better.
He has a very rich biography (as he appears in 6 Chronicles, 6 campaigns). Each campaign has its own specializations.

The chronicles contain a lot of history... For example, that very ice blade mentioned in the intro for Heroes 4 is described in great detail in the chronicles. Tarnum, who has many special abilities and played the most significant role in the world of Heroes (not counting the Day of Reckoning), should be given the title of best.
