1. Regarding balance and changes.
Balance - Yes, to some extent, you will always end up with a Rock-Paper-Scissors type of game as outliers are found and balanced, but keep in mind that new content and mechanics have been implemented over the years, and more will follow. Rock-Paper-Scissors is only possible in a finite mechanics environment.
2. Changes - I agree that constant changes make something hard to follow or hard to like. This is why we keep a history of all releases on ModDB so anyone can play the one they like.
1. Are you saying that the "solution" to imbalance is its constant change, which prevents players from getting used to it and using established strategies to win? In principle, I can agree with that, to some extent. A solution could be, for example, automatic random generation of hero skills - one skill is guaranteed, and three are random, calculated using their own formulas, + random placement of the city, i.e., the player's choice of color and race does not mean choosing its location on the map. Perhaps something else as well.
Otherwise, everything will come down to endless content updates until the mod creators get tired of making them. Along with the last update, the balance will also end...
