This is Windows 10 issue. You are running non admin user while the game is installed in admin restricted area (C: drive).
When you execute application as non admin user and that application wants to save a file, it is saved in a hidden profile folder linked to the folder you wanted to save it (<game folder>/Maps).

Either run the Utility map generator exe as admin or install the game away from the C: drive.
