How can I increase the difficulty to 200% in the Armageddon's Blade campaign? I couldn't find an answer on the forum, but I saw streams on YouTube where the difficulty was set to 200%. I have the latest version of the HD mod installed and am using the Heroes Complete version. Can anyone who knows answer? I really like the Armageddon's Blade campaign and would like to play it on the highest difficulty.

Could you provide a link to a specific stream? It's likely that someone was playing not the original version of the "Armageddon's Blade" campaign, but the remake by LC, as in this video: this video. The difficulty is set to 200% there (I haven't played it myself, but I've heard about it).

In part 2 of the video, the streamer was asked this question, and he provided a link to the resource from which he downloaded the Heroes 3 Complete collection. I installed this exact collection, but I'm 200% sure that it can't be selected. Or do I need to change something in the tweaks for the HD launcher?

In the video at your link, the player is playing through the ORIGINAL version of the campaign. In the remake, the bonuses are different, and the initial comments indicate what the player should expect.
I don't remember how to change the difficulty in the standard campaigns: someone wrote about it somewhere, but I forgot. I can't select it; there are no buttons to change it.

I just checked this specifically on my end: I have the HD mod by baratorch, and my version of Heroes is the Complete Collection SoD (game menu: pink background with a moon, a Knight, and half a Lich's face, as in The Shadow of Death). Now, I checked ALL 3 Campaigns: The Shadow of Death, The Restoration of Erathia, and Armageddon's Blade, and in all these 3 campaigns, you CAN choose the difficulty from Pawn to King! You can select it right in the game, where those campaigns are located! I haven't messed around with any tweaks regarding this; the HD mod is as it was, and for me, the difficulty is selectable in all campaigns. So look: download the correct HD mod by baratorch and the correct version of the Complete Collection, and you'll be happy

Actually, I just checked and noticed an interesting pattern: in the campaigns of "The Restoration of Erathia" and "The Shadow of Death," I can choose the difficulty level, but in the campaigns of "Armageddon's Blade," I can't. That's strange...

Apparently, this depends on the version of Heroes; I also downloaded them back in the day from the heroes 3 TV website, and there you can select the difficulty for all 3 campaigns. Although the reason might be something else—perhaps some mods installed on SoD could have affected this, but I think it's unlikely. Most likely, it's a matter of the maps of these campaigns themselves; a script enabling the ability to choose the difficulty for these campaigns is embedded there.
