No, but this is still quite a fantastical scenario, I think. It seems that only some wealthy individuals in the CIS want to relocate there in order to pay less in taxes.

Problems with the digestive system -> you can't eat certain foods because it's not allowed.
Don't eat those specific foods -> other digestive problems arise.
Feeling sleepy due to neurasthenia or just because you're tired -> you can't go to sleep because either you need to eat and can't go hungry, or you can't go to sleep on a full stomach, so you just sit there doing nothing.
You take pills > you eliminate the symptoms, but you get withdrawal syndrome, which causes those same symptoms to return immediately after stopping the medication, so you have to take it again to get rid of the same symptoms
