I personally confirmed that in patch 2.1, you can choose a faction. You check the box next to the "random towns" option, and then, when you load the map, instead of specific (random) castles appearing, you see cubes, and you can choose from those. But it's quite interesting – I had mages located underground, and the Dungeon faction in the middle of the desert. But the saddest thing was seeing the elven castle underground in the darkness.

And what about the artifact generator in "Tribes of the East"? Has it improved at all?
