Hmm. Since Cliff's action is shown with a name, it means he didn't prevent the murder. Consequently, the Mafia was either blocked/isolated or stalled in the isolation phase. With a lower probability, he ended up in the Emergency Meeting. Of course, it would be easier if it were possible to accurately determine the block/isolation from the newspaper.

We have two options today: either a new round of negotiations or psychological torture leading to execution. I don't see a way to differentiate between blocks, isolation, and actions taken while in isolation.
