The reason for her words could be that she knew Olivia was worried about the disagreement with her son. This would have prompted her to make such a suggestion. In reality, the moment about the theoretical possibility of Yubin inheriting the throne served a different purpose. The chosen heir, later in the plot, could die (as a result of the same conspiracy). And Yubin, as the emperor's son who was no longer an outcast in his homeland, would have had a chance to legitimately come to power.
