In reality, a viewer who purchases a stream is essentially paying for it. And there are no copyright issues here, nor could there be.
What I find strange is not the fact that Vitaly refuses to stream. Whether or not to stream is a personal matter. And Professor Preobrazhensky would simply say, "I don't want to." But there's an underlying hint at arguments. And the reasoning seems to be at the level of: "Someone is saying something bad about me, and someone is spoiling things." As for how to deal with the latter phenomenon – which, unfortunately, exists in streams, although not often – I have indicated: through responsive moderators and a mutual agreement among players not to read the chat.
But online gaming, in principle, cannot be protected from the possibility of rule violations (and neither can offline gaming). And the factor of trust, which has been discussed so many times, is key. If you don't trust your opponent, don't play.
