The option seemed decent. But the fact is that in such a situation, Jeremy will often become even more aggressive than he is now. Level 2 experience for artillery – and he can immediately break through anything. So, rather than doing that, as Dirty suggested, he should be left without artillery, replacing it with something else (for example, ranged attack). This would create a kind of Torosar from the Cove faction. The fact that he has an item worth 5K gold at the start is already overpowered.
We could go bigger and remove the war machine from all specialists at the start.

Why not just give Jeremy the ballista from the start? On regular templates, he'll have the ballista taken from other heroes, and on Jebus Cross you'll have to spend on it, which isn't too critical. And there won't be a free ballista worth 5k for the player who gets Jeremy. With Artillery and the ballista, he'll be just as imbalanced. Taking Artillery away is some nonsense. Just make the player choose whether to build the Workshop and spend 5k on the ballista or not.

I'll say something even more heretical. There should be a Tournament Edition of HotA where the crew won't hesitate to cut casual perks like the ballista.
Otherwise, they'll keep struggling and never get it right.
