Why not just give Jeremy a ballista from the start? On normal templates, he'll have one taken from other heroes, and on Jebus Cross you'll have to spend on it, which isn't too critical. And there won't be a free ballista worth 5k for the player who got Jeremy. With Artillery and the ballista, he'd be just as imbalanced. Taking away his Artillery is nonsense. Just make the player choose whether to build a Workshop and spend 5k on the ballista or not.
Although nobody gives a damn about our opinion, and the HotA devs already changed Jeremy a year ago. Let's see whose opinion matches theirs.)
