1. Accommodation: Minimum for 40 people (with the possibility of accommodating additional guests either in the same location or nearby). Maximum 3-4 people per room. Options with increased comfort are preferred. Single beds, not bunk beds.
2. Conference hall: Should comfortably accommodate 40 people, with space for tables for playing on laptops. Minimum equipment: microphone, amplifier, speakers, projector with screen, water cooler with hot and cold water.
Internet: Sufficient speed for at least connecting through the lobby. Again, considering 20+ players.
The conference hall must be available for 24-hour use.
3. Ideally, there should also be a smaller room near the conference hall for poker and drinking games.
4. The administration should be tolerant of alcohol and possible (non-criminal) misconduct. This includes noise and shouting after 10 PM, and spills of alcohol on tables and floors.
Therefore, it is optimal to rent the entire facility to avoid interacting with other guests.
5. Catering with the option of a vegetarian menu. Barbecue area.
6. A supermarket with a selection of alcoholic beverages (rum, whiskey, cognac, gin...) should be within easy reach.
7. A sauna or steam room should be available.
8. A sports ground should be available. Options for entertainment for guest-spectators.

To save money and ensure all participants are in one location, I recommend the following hostel:

I can negotiate with the hostel management, and they will offer breakfast, dinner, and supper.
We will ensure there is good quality internet at the hostel. Also, I will do my best to organize a game room inside the hostel so that players don't have to travel anywhere else during matches.
Based on my calculations, USD 20 per person per night will be sufficient for accommodation and food.

If any of the participants need a shuttle to/from the airport or any kind of tours within Tbilisi, I can find and suggest options.

I was in Batumi, and it's frankly boring even with all the excursions. Tbilisi is interesting to see.
