A soldier doesn't need any of this to be useful to his country:cool:

Shouldn't he, lacking charisma, become an empty shell without a personality? How will he move without agility?

I don't even need all these stats, and I'm doing fine.

a shell without a personality
Yes, this is the ideal soldier.
How will he move without agility?
With the power of his will.

without intelligence or willpower, a character also won't be able to fight.
I now want to read about how a soldier in the middle of a battle falls to the ground and just stares blankly ahead, having lost the will to fight.

They will finally feel the flames
Flames that run down through my veins
I will make this city burn
We're not planning to return

Shouldn't a character with 0 Agility be unable to be paralyzed, lacking both Initiative and Dodge?

These are magical soldiers; you don't understand anything.

Небо – мольбы не ждёт
Небо – угроз не слышит
Небо – ведёт особый счёт
Небо – тебя найдёт

Shouldn't he suffer from paralysis with 0 Agility, without Initiative and Dodge?
He will just have a very slow reaction, but his Perception is 45 (or whatever it is). He will raise his pistol so slowly, aim at the enemy, squint, aim again, and slowly pull the trigger.

/ He will more likely automatically and mindlessly carry out everything that those around him tell him to do.
-- Hit him!
-- Okay.
-- No, him!
-- Okay.
-- Better hop on one leg and crow.
-- Okay. Cock-a-doodle-doo. /

/ That will do. I understand that One-Eye can’t attack the officer right now, so there aren’t many options here. /
He will slowly raise his pistol, aim it at the enemy, squint, aim again, and slowly pull the trigger.
/ Hit. Hit. Hit. Hit. /

He will only be able to do so on the next turn if he runs straight towards the officer and isn't shot by the soldiers.

Some people live their real-life without charisma and without following social norms.
