To avoid unfounded criticism of "mapmakers," one should at least have a general idea of how it works.
1. Remove one-way roads.
2. There is no possibility of equal roads, so roads can only be slow.
3. Intersections 21, 22, 24, 25 cannot be swamp, snow, or desert.

Also, the size variation of the zones is unacceptable.
