Why aren't the games considered where other groups have fewer people, and more people dropped out (this is incorrect)

Initially, this position was included in the regulations:
Group stage – six groups. The players who finish in first or second place in the groups advance to the Play-off round.
Players who finish in third place in the groups and the 2 best players by points (if necessary, using the Berger system) from the fourth places advance to the qualifying round (when comparing results, the results of matches against players who finished in 7th place in groups 4, 5, and 6 will not be taken into account).

The same system is used, for example, in European qualifying rounds for international football tournaments.
