Not entirely correct. The winner should receive 100 rating points, so, taking the proposed calculation (R/5) as a basis, all values need to be adjusted to the standard by multiplying them by k=100/96.89.

The average blitz rating is only a parametric coefficient reflecting the relative position of the participants compared to each other, but not the rating in absolute terms. If we don't take into account two decimal places, then rounding is according to the rules of mathematics, but I think it is necessary to take them into account.

And what about the formula? If the tournament was originally conceived in five stages, then everything is fine here.
