I don't want to nitpick, but the Shantiri Empire was destroyed during the Ancient Wars between the servants of Elrath, the angels, and Malassa, the Faceless Ones. The Nagas had almost no connection to this empire. Yes, they were one of the races that made up the empire, but besides them, the empire also included followers of other Dragons, so it's silly to call the Sanctuary the legacy of Shantiri.
