That's exactly how it is. Therefore, it's desirable to have Fortune/Euphoria cards to deal at least some damage. I've managed to win with this deck many times without any combos, haha. But in general, it's better to play an agro deck if you want to deal with Dragon Cactus but don't have expensive cards. It's good that Roach was nerfed; now you can easily survive until turn 10 with a lot of health.
