Satellite Tournament #1 for CIS 2017, Volgograd.

I chose a pool of cards so that anyone who hasn't played with custom cards (and there are 99% of them here) could easily sit down and play. I don't believe there will be a sudden influx of old-timers who will gather a quorum of 16 people.

And where are these drawn cards? What's the problem with using them, especially from someone who won a card-making contest?

It would be much more interesting for everyone to play something completely new.

Surely you can't deny that there were cards that were overused as I described?

I never overused any card (at most, I played for the first week to figure out the balance, and a couple of times in single-player mode). Sometimes I would study them already at the tournament, an hour or two before the game. And many others did the same, including the aforementioned Antal.
