Spring Thaw

This regulation is intended as a basic framework for all subsequent seasonal tournaments.
Although the criticism was not very specific, I will try to clarify.
This format has obvious advantages – a small number of games (maximum 9), which is very good considering the large number of tournaments, and a minimum number of games against weak players.
At the same time, I want to make the tournament a little tougher, where any mistake can cost you elimination (but without being too extreme, so we are introducing a load system), so I removed restarts in the groups, but we can bring them back if people want.
I am ready to discuss the details of the format, but preferably without vague comments.
