1) The organizers agree among themselves, leaving only one city.
2) Everyone goes where they want (meaning, we turn the CIS into a gathering for fishing in different places).

The first vote already started a process that couldn't be stopped. And I don't even want to talk about Sir Vigo's spectacular entrance.
