It's more likely that there will be 10 people in Volgograd: for holding a tournament in a 3-player format, it might even be good, but considering what the organizers and inspirers of Volgograd are offering, it's a disaster, as the Germans say...

It won't affect anything at all; it just means less hassle for the organizer. Instead of a large conference hall for all 24 hours, we'll take a smaller one, and so on.
And the rest will always be good because of the nice location, good weather, excellent and positive people, and great beer – what more do you need to have a great time?)))
P.S. And where did you get the idea that Volgograd is expensive? Can you provide examples and a comparison in terms of the level of accommodation and so on?
