The hero that will be assigned as Governor should be in the town gates. When he is there, open the spell book and click the Governance ability (as shown in the picture above). You will be asked if you want this hero to become a governor. You can accept (OK) or decline (Cancel). Remember that this choice is asked only if the hero is at the castle gates.
