Those who are definitely going to the CIS tournament (DD, Oxy, Merlin, me, and I think a few other people) should vote for the option "I will go regardless," because that's fair. I understand the desire to influence which city is chosen, but those who will only go to a specific city should vote for that city alone (for example, LeBron, who will only go to Yekaterinburg, or Lizard, who will only go to Volgograd).
