In general, I think it would be best to limit the voting pool for the location of the CIS event to those who have already attended. Let them discuss and vote, and then make a decision for everyone. Then, all interested parties can choose whether or not to attend the CIS event. Democracy is good, but decisions should be made by those who actually understand what the event is, who have already been there. If you want to have a say in the future, come now, and your voice and opinion will be taken into account next year. Because sitting on your butt at a computer and breeding virtual horses, and traveling thousands of miles and spending a lot of money, are completely different things. It's not right to let armchair critics decide.
