CIS Qualifier for King’s Bounty 2017.

Can I inquire about the progress? Time is passing, and we're not moving forward. I've been trying to read everything, but I might have missed something:
Who is the main organizer of the session?
Who is financially guaranteeing the event? Please don't tell me about participants chipping in, etc. – I'm aware of that. Me? Vigo? Quantify the contribution to the cause; it shouldn't be a secret.
Honestly, looking at the chaotic responses, does the preparation of the application seem rushed? There's a feeling that the application is a year ahead of its time, as if it were drawn with the left foot on the knee.
The CIS event in Queen's is very cool; we're all looking forward to it, but in 2017?
P.S. I didn't participate in the last poll because I was planning to travel somewhere until recently.
